OF THE SEECS GROUP MEETING
20 November, 2010, Sofia

ISSUES

APPROVAL OF THE MINUTES OF THE PREVIOUS MEETING
 
Prof. Cernat presents the Minutes from the SEECS meeting in Barcelona which are approved unanimously.

DISCUSSION OF THE “HAPPY NEIGHBOR” PROJECT

Produced films :
It has been noted that there are four finished “Happy Neighbour” project films, on which SEECS should concentrate for the time being;
Packaging:

  • 2.2(a) it was agreed that the films will be presented in a package and that IKU will undertake the final packaging as an “Omnibus” DVD with the title of the film and the name of the school, a brief introductory text about the project, the SEECS logo, the logos of all schools (order to be decided), credits (some common form to be worked out), etc.
  • 2.2.(b) Prof. Semerdjiev will prepare a final version of the brief introductory  text (to the effect that: The Happy Neighbour was originated by SEECS in 2009, and in 2010 four films were produced that aim to show happy neighbours, in contrast with the predominant South-Eastern European stereotype of unhappy neighbours.)
  • 2.3. Distribution

          -2.3.1. Festivals
                    2.3.1.(a) Sending the “Omnibus’ DVD to festivals: undertaken by  IKU (Assoc. Prof. Dr. Bulent Kucukerdogan)
                    2.3.1. (b) Selection criteria: prestigious documentary festivals (e.g. Go East, Wiesbaden, Oberhausen, Munich, etc. ) ;  and prestigious student festivals (e.g. Buenos Aires, Tel Aviv, Munich, Beijing, Clairmont-Ferrant, etc.) : Prof. Cernat will prepare a selection  list with dates where possible;
          -2.3.2. Selling “Omnibus” package to TVs
                    2.3.2. (a) the members agreed that each partner school will get 25 % of the fee if the package is sold.
                    2.3.2. (b) Prof. Cernat will prepare a draft contract between the 4 producers. (Prof. Semerdjiev suggested to study the one made in CIBA – En Transito – and use it as a model)
                    2.3.2. (c) IKU (Assoc. Prof. Dr. Bulent Kucukerdogan) undertakes to do the marketing (advertisements, PR, poster, etc.);

DISCUSSION OF “THE SEE FILM BUS” PROJECT

  • 3.1. New financing scheme proposed by Prof. Dr. Semerdjiev and agreed upon:

Funds should be obtained from CILECT (8800 EURO), GEECT (5000 EURO) and participants’ fees: 500 EURO x 10 ( 5 000 EURO) = TOTAL: 18 800 EURO


Transport, Insurance, Accommodation (at about 40 EURO per double room – 2 persons,  per night for 20-25 days) and Coordinator Fee to be paid from the obtained funds.


Meals TO BE PROVIDED BY PARTICIPATING SCHOOLS;


Fund-raising: Prof. Dr. Semerdjiev will contact CILECT for the subsidy granted in Barcelona 2010 (January Executive meeting), and Prof. Cernat will contact GEECT;


Co-ordinators:  It was agreed that Prof. Dr. Semerdjiev will co-ordinate the contacts with external schools (CILECT list, etc.); Prof. Dragan Milinkovic will co-ordinate the bus tour (reservations, meals, etc.)


Bus for 20 people: about 16 participants + Prof. Dragan Milinkovic + driver (NB: it has to be checked whether one or two drivers are needed, according to legal requirements)


Period: it was agreed that the best period for the project is May 2011.


Participants: it was agreed that each participating in the project SEECS school has the right to send one participant without payment; if a second participant from the school is to join the tour, the school must cover his/her expenses.


Tour itinerary to start and end in Sofia with main stops: Bucharest, Belgrade, Zagreb, Skopje (CILECT candidate), Tirana, Thessaloniki (possible participation of Aristotle University), Istanbul; CILECT non-member schools must pay to host the bus project participants;

NEW PROJECT IDEAS


  • 4.1. Suggestions:

                 4.1. (a)Streets, Squares and Open Spaces in Balkan Cities” (IKU) -  not approved;
                 4.1. (b) Sounds of the Balkans (IKU) - not approved;
                 4.1. (c)Happy Neighbour II” - upon motion made by Prof. Dr. Semerdjev, the SEECS members approved a further stage of the “Happy Neighbour” theme, with  possible exchange of partners, as follows:
Romania – Serbia ( 1 or 2 Belgrade schools)
Bulgaria – Albania
Turkey –  Croatia

  • 4.2.  Assoc. Prof. Dr. Bulent Kucukerdogan strongly urged the SEECS members to collaborate more actively in the SEECS website and reminded them to submit 3 names and CVs of lecturers from their schools.


Next Meeting: April 2011, Bucharest, where the progress of the projects and other SEECS issues will be discussed and updated.
